The master planning phase for this project is being used to help:

1. Allow Council to engage with the community to understand their priorities 
2. Strategically review the site to ensure any upgrades are well planned and can best align with these priorities 
3. Position Council to better understand the costs and potential roll out sequences of an upgrade to the site
4. Improve Council's ability to advocate to external funding for the construction phase.
